Union Budget 2026: Poll-Bound States in Focus as Elections Loom

As India readies for the Union Budget 2026, everyone is waiting to see how the government will strike a balance between its budgetary goals and political considerations. In view of the fact that assembly elections are to be held later this year in the states of Assam, West Bengal, Kerala, Tamil Nadu, and Puducherry, it can be expected that the government will make its policy intentions clear through its allocations and development expenditure.

Assam: Connectivity and Flood Mitigation Take Priority

Assam is at the forefront of Budget announcements as the assembly election draws near in early 2026. It has been a tradition in recent Union Budgets that the government has focused on highways, railway development, and flood management infrastructure in the Northeast, which is a significant region from a strategic and economic point of view.

Apart from these regular allocations, Union Minister Sarbananda Sonowal, along with Home Minister Amit Shah and Assam CM Himanta Biswa Sarma, laid the foundation stones for infrastructure projects worth Rs 1,715 crore in Dibrugarh on January 30. Such allocations, although not part of the Budget allocation, demonstrate the coordination between state and central governments for development before the upcoming elections.

With the Assam assembly election scheduled for March-April 2026, the BJP is planning to retain its dominant stance, having won more than a handful of seats in the last few elections.

Puducherry: Urban Mobility and Traffic Solutions

In the Union Territory of Puducherry, the presence of central funding is already evident in the form of large-scale road development and traffic decongestion schemes. The plans include the development of a 4km four-lane flyover and a 13.5km arterial road, which will help in improving urban mobility and decreasing congestion in the region. These developments are in line with the overall budgetary requirements for urban development.

Budget allocation documents from previous years indicate that Puducherry has been receiving substantial central government funding for administrative and infrastructure development requirements, and Budget 2026 is expected to follow suit.

Railways & Roads: A National Infrastructure Push

In the country, irrespective of the state lines, the 2026 Budget is expected to further emphasize the government’s efforts in the infrastructure development sector. The sector’s expectations, based on pre-budget analysis, indicate high capital spending on the railway, national highways, and rural connectivity to promote economic growth and logistics optimization. The development of rail services like Vande Bharat and station redevelopment through initiatives like the Amrit Bharat Station Scheme indicates the focus of such spending.

The allocations in the railway sector are important for states like West Bengal and Assam, where passenger experience and freight logistics can promote economic development. The development of urban infrastructure and rural roads is expected to be a significant spending area in the next fiscal budget, which will further promote economic development in the regions and support the budget’s macroeconomic objectives.

Broader Budget Themes & Political Balance

Although allocations with a state focus are politically significant, the Union Budget 2026 will also focus on overall priorities like the growth of capital expenditure, export prowess, manufacturing, healthcare, and education spending. Industry experts and policymakers have already indicated that there is a need for a combination of fiscal discipline and selective stimulus measures to promote growth in the medium term.

Areas that are going to polls are also keeping a close eye on the Budget, not just because of the overall allocations but also because of the symbolic gesture of commitment from the Centre. Experts have already indicated that this is part of a larger strategy to merge development and governance narratives in the run-up to the elections.
