Union Budget 2026: Rural Employment Gets Major Boost, But Experts Say Allocation Falls Short

The Union Budget 2026 has also given a fresh thrust to rural employment, with the government substantially enhancing the budgetary allocation under the new Viksit Bharat–Gramin Rozgar Aur Ajeevika Mission (Gramin) Act, 2025, commonly referred to as VB–G RAM G. Notwithstanding the massive increase in budgetary allocation, however, economists and rural employment experts have warned that the allocation may still be inadequate to ensure 125 days of employment for all eligible rural households.

What the Budget Allocated

Under Budget 2026, the government has allocated ₹95,692.31 crore to VB–G RAM G, which is an increase of 43% in rural employment expenditure. In addition, the government has allocated ₹30,000 crore to MGNREGA, although the legislative provisions governing the existing scheme are likely to be altered by the new Act.

The total allocation made for rural employment schemes is therefore ₹1.25 lakh crore, as against the revised estimate of ₹88,000 crore for MGNREGA in 2025-26. On paper, this is one of the biggest allocations made by the government in recent years for rural livelihood.

Why Experts Are Still Concerned

Despite the higher expenditure, it is argued that the allocation is not adequate to fulfill the government’s own commitment of providing 125 working days per family. As per the estimates of rural development analysts, to fulfill this requirement, an allocation of nearly ₹2.30 lakh crore would be required.

The worry is that although allocations appear to be generous from a percentage perspective, they may not necessarily lead to job creation on the ground, particularly in economically weaker states where rural employment demand has remained consistently high.

VB–G RAM G vs MGNREGA: What Has Changed

The VB–G RAM G Act supersedes the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), 2005, and seeks to give a modern twist to rural employment by aligning wages with productivity and asset creation. The government claims that the new system will bring greater efficiency, transparency, and effectiveness.

However, it has been noted that a number of states have already placed their rural employment budgets before the government based on the earlier MGNREGA framework. With the notification of the new act still pending, there is confusion regarding the timelines of implementation, administrative clarity, and fund disbursement channels.

Centre’s Broader Rural Development Push

Apart from the job guarantees, Budget 2026 has made a substantial increase in the allocation for allied rural schemes. According to reports, the total outlay on rural development has increased to ₹1.91 lakh crore, up from ₹2.13 lakh crore in the last year, when combined with the state’s contribution.

The major centrally sponsored schemes that have received strong support are:

Pradhan Mantri Gram Sadak Yojana (PMGSY) for rural roads

Jal Jeevan Mission (JJM) for drinking water

PM Awas Yojana-Gramin for housing

Samagra Shiksha and nutrition schemes

The Centre believes that these complementary investments will help create indirect employment opportunities and improve the stability of rural incomes.

Political and Economic Implications

Rural employment is a politically charged topic, especially with elections looming in several states. While the Centre has termed Budget 2026 as “historic” for rural India, opposition leaders and social activists believe that inadequate allocations for employment guarantees could impact the most disadvantaged sections of society during times of inflation and climate change.

The eventual success of VB-G RAM G will depend not only on allocations but also on the release of funds, the execution of the scheme at the state level, and demand-driven employment generation.
